After honorably serving our country in the U.S. Navy for almost 26 years, I’m running for the U.S. Senate to continue my life of service for the people of Minnesota. We must work to put an end to the crises at our borders, to tackle rising consumer prices and our historic national debt, and to ensure our streets and country are safe from those who wish to cause us harm.

Meet Joe
Decorated Navy Veteran
During his 26 years in the U.S. Navy, Joe deployed to Europe, Haiti, the Far East, and the Middle East in support of Operations Southern Watch, Iraqi Freedom, Unified Response, and Enduring Freedom.
Senior Intelligence Officer
Joe was a founding member of the U.S. Cyber Command Joint Intelligence Operations Center. Most recently, he was the Director of Information Warfare at the Navy’s Aviation Warfighting Development Center.
Business Executive
Joe is currently an executive director at a major financial institution, where he serves as Senior Business Execution Advisor.
Dedicated Family Man
Joe has been married for 27 years to his wife, Rhonda, who is also a Navy Veteran. They call Minnetrista, MN, home where they raise their teenage daughter.
More About Joe
Joe Fraser is a decorated Navy veteran, intelligence officer, senior business executive, and family man. Following his graduation from Texas A & M University, Joe enlisted in the United States Navy, where he served for nearly 26 years as an Intelligence Specialist and commissioned Intelligence Officer. His service has taken him around the world, with operational assignments in Europe, the Far East, and the Middle East in support of Operations Southern Watch, Iraqi Freedom, Unified Response, and Enduring Freedom. Closer to home, he provided humanitarian aid and assistance to Haiti as part of Operation Unified Response.
Ashore, Joe was the Executive Officer for Hopper Information Services Center, the Navy’s ashore Top Secret communications provider. He was also a founding member of the United States Cyber Command Joint Intelligence Operations Center, and served as an intelligence watch officer and briefer to the Chief of Naval Operations and Secretary of the Navy. His last active duty assignment was as the Director of Information Warfare and Senior Intelligence Officer at the Naval Aviation Warfighting Development Center—home to the Navy’s elite aviation weapons schools, most notably, TOPGUN.
Throughout his service, Joe was awarded multiple personal, unit, and campaign awards. In addition to his extensive military qualifications, Joe also holds a Master’s Degree in Public Administration from Bowie State University and an MBA in Defense Acquisitions from the Naval Postgraduate School.
After proudly serving his country, Joe joined the private sector as a Principal Information Technology Consultant and as the Chief of Staff/Chief Operating Officer for a security consulting firm. Today, Joe is an executive director at a major financial institution where he serves as Senior Business Execution Advisor.
Joe is married to his wife of 27 years, Rhonda Whitney, a Navy veteran. They make their home in Minnetrista, Minnesota, and share it with their daughter, a senior at Mound-Westonka High School.
